TeX Live win32 にある dviout 配下のdvispc, chkfontは，隠れた
場所にあるので誰も使ったことが無いと思います。従ってどちらでも
よいと思いますが，重複しない方がベターでしょうから
tlpkg/dviout の chkfont.[exe,txt], dvispc.[exe,txt],
dvispce.txt は消してもよいと思います。その場合，files.txt
からも該当行を削除したほうがよいでしょう。誰も見ないと思いますが...

OK, I adjusted COPYING. I also added a little more detailed
information to README.

I guess the current dviout binary is up-to-date enough, as its sources
are unchanged. Those I've changed are some accompanying tiny
utilities, which are not so essential for the main program dviout.exe as
a DVI previewer. So, there should be no need for building/uploading
the whole package.

That said, of course, dviout-util is a subset of the dviout package,
so I will keep sync the dviout svn with dviout-util.
I may rebuild/update the whole package when it is really needed.

I will commit to TeX Live svn after a few more tests.

Hi,

Last night I committed a new package dviout-util containing
the following programs, both of which are derived from
DVIOUT previewer on Windows. (r48839--r48848)

(Thanks Karl for useful suggestions in private communication.)

> * dvispc: Correct the page-independence of DVI file
> * chkdvifont: Check fonts in DVI/TFM/JFM/FONT files

Brief summary:

> - A DVI file with \special's (color, annotation etc.) is not always
> page-independent; in that case, "dviselect" or "dvidvi" fails
> to preserve such \special's. The program "dvispc" corrects the
> DVI file to be page-independent.
> - "chkdvifont" (originally named "chkfont") prints what fonts
> appear in a DVI file, and also tells information about individual
> TFM, VF, etc.

Travis CI tests passed, but please let me know if you have
any problems. I hope these programs will be available on TL2019.
