Hi Daniel,

A Japanese user reported the following issue:
the footnote layout changed between TeX Live 2016 and TeX Live 2018.
MWE is shown at the end of this mail, and resulting PDFs attached.

My friend and I looked into french.ldf, and found that the culprit is
\begingroup ... \endgroup in the definition of \@makefntext.

I guess the grouping is meant for localizing tokens in \localleftbox,
which is a primitive specific to LuaTeX (and Omega/Aleph).
Therefore, the grouping here is no more harm than good, at least
for pdfLaTeX, XeLaTeX and Japanese pLaTeX/upLaTeX.
I don't know what is a best practice for LuaLaTeX.

Thanks for your bug report. I have fixed the issue (I hope), it needs
some more testing before I can release a new version of babel-french
(this will likely take a couple of days).

I append a *temporary* version of french.ldf, can you please test it and
tell me if anything unexpected happens?

I'd like to propose adding "dviout-util" to TeX Live.
It consists of 2 tiny programs, both of which are derived from
DVIOUT previewer on Windows.
* dvispc: Correct the page-independence of DVI file
* chkdvifont: Check fonts in DVI/TFM/JFM/FONT files

Current sources are hosted at:
https://github.com/texjporg/tex-jp-build/tree/dviout-util/source/texk/dviout-util

Some details:
- A DVI file with \special's (color, annotation etc.) is not always
page-independent; in that case, "dviselect" or "dvidvi" fails
to preserve such \special's. The program "dvispc" corrects the
DVI file to be page-independent.
- "chkdvifont" (originally named "chkfont") prints what fonts
appear in a DVI file, and also tells information about individual
TFM, VF, etc.

In the current TeX Live, only Windows users have access to
those programs. (And, I guess, few people are actually aware of
those useful programs.) However, they can be easily compiled
on Unix C compilers. The original DVIOUT authors also agreed
adding them to cross-platform TeX Live.

I appreciate any comments and suggestions.

Thanks for suggesting it. Sounds fine to me.

In principle it would be better to fix dviselect or dvidvi to do the
right thing, not to mention combine those programs, but since we've long
ago given up on normal software engineering practices in the TeX world,
what the heck. :)

The stuff about the "svn repository" in tug.org (in COPYING, where it
doesn't belong anyway) is presumably not correct for dviout-util. (You
have the correct info in the README, which is where it belongs.)

Also, is the dviout svn repository on tug.org still the active one, or
has it moved? Just wondering. I see the last commit there was a year
ago. Also, the dviout.exe binary in TL dates from 2016, so it seems
stale ... ?

山下です。
dviout 付属の dvispc と chkfont を，TeX Live へ導入する方向で動いております。
dvispc はそのままの名前で，chkfont は chkdvifont に改名することになります。
（Google 検索すると Windows や Linux で chkfont という全く別のプログラムが
見つかるようです。）
幾つかご相談したいことがあります。

(1) TeX Live win32 では dviout 配下に dvispc，chkfont があるため重複して
しまいます。2019年以降のパッケージングはどのようにすれば良いでしょうか。
・重複を許して両方残す
・dviout 配下の dvispc，chkfont を消す
など考えられそうで，私はどれが良いか決めかねております。
(2) W32TeX に入っている allow5c は，TeX Live 収録のご予定はあるでしょうか。
恐らく Windows 専用だとは思いますが，もし allow5c のソースを頂くことが
可能なら dviout-util の場所にソースを置かせていただたいと思っています。
