 Nearly the same problem for japanese-otf-uptex .

 The solution is to be found in the last line of README ...

 Nevertheless, I decided (silently) as you did, putting 2019-04-01
 in the Catalogue, because this is what can be seen everywhere
 else in the package.   2019-04-02 seems to be the date of the
 packaging for CTAN.
