[issue:295] A serious bug in upTeX 1.24

Hi Karl,

I have updated (e)upTeX to 1.24 in r50095 and now in TeX Live 2019.

But we have found that contains a serious bug related to making control sequences.
We tried some workaround but it was found not to be enough.

I have fixed the bug by r51021, r51069, r51221.
The latest (e)upTeX 1.25 fixed the issue.

I'm very sorry but I wonder if it could be rebuilt and
distributed by TeX Live before TeX Live 2020.
