Sorry we (texjp.org members) are currently too busy to answer
your question, as the big changes in LaTeX2e kernel planned on
2020-10-01 (today!) is coming.  For now, if you can read the
pTeX source, the most of implementation are coded in ptex-base.ch
in web2c/ptexdir.
(Though the descriptions are missing, or only written in Japanese)

BTW, what do you want to do / achieve with that information?
