[issue:226] Adding dviout-util to TeX Live

I'd like to propose adding "dviout-util" to TeX Live.
It consists of 2 tiny programs, both of which are derived from
DVIOUT previewer on Windows.
* dvispc: Correct the page-independence of DVI file
* chkdvifont: Check fonts in DVI/TFM/JFM/FONT files

Current sources are hosted at:
https://github.com/texjporg/tex-jp-build/tree/dviout-util/source/texk/dviout-util

Some details:
- A DVI file with \special's (color, annotation etc.) is not always
page-independent; in that case, "dviselect" or "dvidvi" fails
to preserve such \special's. The program "dvispc" corrects the
DVI file to be page-independent.
- "chkdvifont" (originally named "chkfont") prints what fonts
appear in a DVI file, and also tells information about individual
TFM, VF, etc.

In the current TeX Live, only Windows users have access to
those programs. (And, I guess, few people are actually aware of
those useful programs.) However, they can be easily compiled
on Unix C compilers. The original DVIOUT authors also agreed
adding them to cross-platform TeX Live.
